CONVICTED SEX OFFENDER ARRESTED IN GEORGIA

Wanted in Kane County for Alleged Aggravated Battery

Chicago - Acting on a telephone tip to the Illinois Sex Offender Registry Team (I-SORT), Attorney General Lisa Madigan today said a Chicago man, wanted by Kane County authorities for suspected aggravated assault, was picked up Thursday by police in Riverdale, Georgia.

Raheem Caliph, 36, of Chicago, is being held in the Clayton County Jail awaiting extradition to Illinois on a Kane County warrant for alleged aggravated battery to a pregnant person. Caliph was convicted in 1992 in Hennepin County, Minnesota of criminal sexual conduct, 1st degree.

Madigan’s I-SORT hotline received an anonymous call on March 3 in which the caller reported observing Caliph in the Atlanta suburb on a daily basis and recognized him as a person listed on the Illinois Sex Offender Registry as living in Illinois. The tipster provided an address and said it appeared that Caliph was living at that address. Personnel in Madigan’s office provided the information to the Clayton County Sheriff’s Department whose deputies, with assistance from the Riverdale Police Department, took Caliph into custody without incident.

“This is a great example of the importance of having a hotline so that vigilant people, like this caller, can contact law enforcement with critical information,” Madigan said.

“I am impressed with the hotline program that the Attorney General has put together that clearly demonstrates its importance in matters such as this,” said Kane County State’s Attorney John Barsanti. “The people of Kane County are grateful.”

Madigan created I-SORT in December 2003 to combat non-compliance and other problems with the state’s sex offender registry at that time. Since then, I-SORT has undertaken comprehensive and ongoing efforts to improve the registration process and solve problems with the system. As of February 29, 2008, Illinois State Police statistics show compliance with Illinois’ sex offender registration requirements at 92.4 percent, up from the 86 percent compliance rate when I-SORT was first announced.
