Vision, Mission Statement and Goals


Vision

No More Victims

Mission Statement

To develop and implement standards and laws to protect victims and communities and to hold offenders accountable through the identification, treatment and monitoring of both adult and juvenile sex offenders.

Goals

A. To Use State-of-the-Art Assessment, Treatment, Supervision and Polygraph in the Management of Sex Offenders.

 

1. Assess the current status of the management of sex offenders in Illinois.

 

2. Complete the writing, revision, publication and dissemination of the identification, treatment and monitoring standards of sex offenders.

 

3. Require that professionals involved in the assessment, treatment, supervision and polygraph of sex offenders meet an established level of competency.

 

4. Promote the development of an array of services to better meet the special needs of MR/DD and mentally ill adult and juvenile sex offenders.

B. To Establish a System of Implementation and Enforcement of Standards Across the Criminal Justice System, Juvenile Justice System, Private Providers and Monitoring Agencies.

 

1. Provide justice system decision makers with sufficient information to render charging and sentencing decisions, which will protect victims and hold offenders accountable.

 

2. Require that all sex offenders successfully complete sex offender specific treatment.

 

3. Establish a permanent, staffed entity to revise and implement the mission and mandates of the Board.

 

4. Garner support and additional funding from both the public and private sectors for implementing the mission and mandates of the Board.

 

5. Evaluate the work of the Board and measure its outcomes.

C. To Contain All Sex Offenders to Protect Victims and Increase Public Safety.

 

1. Identify all individuals charged or convicted of a sex offense.

 

2. Educate communities about sexual assault prevention and risk reduction behavior.

 

3. Expand appropriate sexual assault counseling services available to sexual assault victims and families.

 

4. Assist communities in forming containment teams so that communities will have sufficient resources to manage sex offenders.

 

5. Educate and train criminal justice professionals in the containment model.
